by a fortunate coincidence, he travelled by train from

Kowloon to Canton on the 17th November in company with

Mr. Lai, Secretary to the Municipality of Canton, who -

with his co-Secretary, Mr. Chang is in charge of the

Municipal Administration of Canton during the absence

of the Mayor, Mr. Lam Wan-k'oi, in Nanking. Mr. Moss

discussed at length with Mr. Lai the article on "Canton's

Charter of Freedom for Mui-tsai" and he has written me

a most interesting letter, dated the 18th November,

which I enclose a copy, giving the gist of this

conversation. In view of the fact that Mr. Lai's

observations were made on the train in the course of a

private conversation, Mr. Moss does not feel justified

of

in embodying them in an official despatch; and I agree

with Mr. Moss that, if he were to call on Dr. Wu Po-

liang and challenge him officially on the subject, Dr.

Wu would undoubtedly say that the Provincial Goverment

of Kwangtung meant to enforce the new regulations

concerning mui-tsai strictly and without fear or favour.
